Traditionally merchants paid their fees in İskenderun and Haleb and then were free to move. However, the Jewish emin of Haleb, Kavaim, demanded fees more than what is normally paid by the merchants and oppressed the merchants. The Ottoman officials are ordered to stop such practises and extra fees.
